Can you choke the cymbals?

Yes!  The cymbals respond to chokes and swells which is a great feature, especially for the cost of this kit.

Is this a good electronic drum kit for apartment drumming?

If noise is a big factor, take a look at the options with mesh heads.  I will again say, it is very quiet compared to an acoustic drumset, so for most applications this will be quiet enough, but you will hear tapping akin to sticks tapping on a rubber practice pad.

While the look and feel of this particular electronic kit is not comparable to the more expensive Roland options, the cost and the quality of the drum tones create quite the value.  For having rubber pads, the quality is surprisingly good, and while I generally prefer mesh heads on electronic drumsets, the response of the drum triggers make this an enjoyable electronic drumset to play.  The cost being relatively low for electronic drums, make this drumset a quality value purchase.
